† Deterministic-policy FQE estimates carry residual out-of-distribution optimism: the mean approaches the analytic plausibility bound V_MC + Δ_oracle ≈ 6.2 (Why the learned policy shifts as it does), individual seeds exceed it, cross-seed variance is an order of magnitude larger than for the stochastic deployment, and the FQE TD error is unstable during fitting (rising from 0.001 to 0.018, versus a stable 0.002 for the stochastic policy). These estimates are therefore flagged rather than used as evidence. MC: Monte Carlo; n.r.: not reported.
